Apply recommendation mapping
Recommended mode starts from land-use mapping and returns suitable StormSed product paths.

Calculate remaining score
Remaining score is target minus selected primary/secondary reductions. Offset % is the average remaining ratio across TSS, metals, and hydrocarbons.
